Yes and no because entrapment is defined legally as "law enforcement inducing a person to commit a crime that he/she would otherwise not commit".
You could argue that putting the car there induces them, but a car being parked in a parking spot is a pretty flimsy argument (under normal circumstances) for that in my opinion. That'd be like saying it's my fault for parking in a parking garage if my car got broken into. If they left the keys in the ignition then you're much closer to winning that argument. |

That isn't entrapment at all; they'd have to post like a "FREE CAR* *psych" sign for that defense to even have a chance of working. They plant bait cars in public lots like this all the time, and post signs telling folks as much, to keep thieves less dumbass than this one away.
